Works Minister Alexander Nanta Linggi says any extension of the toll rate freeze is a cabinet decision, with the government currently bearing the compensation costs to concessionaires.

KUALA LUMPUR: The duration of the government’s suspension of highway toll rate increases rests solely with the cabinet, according to Works Minister Datuk Seri Alexander Nanta Linggi.

He explained the matter involves significant financial and policy implications that require broader deliberation.

“The government’s very purpose in withholding toll restructuring and upward reviews is to ensure that current toll rates do not increase,” Nanta said at a press conference today.

He noted that, based on existing agreements, toll rates are due for an upward review which would lead to higher charges.

The minister clarified that the financial impact of deferring these hikes is fully borne by the government as compensation to concession companies.

“The public should understand that when toll hikes are deferred, it is the government that pays,” he stated.

Nanta was speaking after launching the Construction Action Plan 2026–2030 (CAP30) at the Construction Industry Development Board (CIDB) Malaysia.

He described CAP30 as a strategic five-year roadmap to transform the national construction industry.

The plan focuses on digitalisation, sustainability and enhancing international competitiveness.

Its comprehensive implementation supports the Ministry of Works’ National Construction Policy 2021–2030, which is currently in its execution phase.

“CAP30 is designed as a five-year action plan from 2026 to 2030 to strengthen a construction sector driven by industry players and strategic partners,” Nanta added.

He said the plan is supported by governance and coordination through CIDB.
