KUALA LUMPUR, Oct 20 — The Congress of Union of Employees in the Public and Civil Services (Cuepacs) has appealed for an opportunity to meet with the Public Service Department (PSD) to obtain the latest updates on the proposed enhancements to the Administrative Assistant (Operations and Finance) Service Scheme, Grade N1, that it submitted last year.

Cuepacs president Datuk Dr Adnan Mat said discussions are crucial as the proposal, submitted in December, involves approximately 350,000 civil servants under the scheme.

“We are requesting the PSD to convene a meeting so we can get updates on the proposal,” he said during a media conference after attending the Federation of the Unions of Administrative Assistants (Gapeta), here yesterday.

Adnan stated that Cuepacs had submitted three proposed options to enhance the scheme, with the first considered the most comprehensive, while the other two serve as alternatives should the primary option not be implemented.

Among the key proposals is to restrict the existing scheme and standardise it under Grade N5, ensuring that the job structure is better aligned with the current duties and responsibilities of civil servants within the scheme.

Adnan said that the proposal seeks to give due recognition to civil servants holding higher academic qualifications, such as diplomas and degrees, who are still positioned at the basic Grade N1 with salaries equivalent to the Sijil Pelajaran Malaysia (SPM) level.

He explained that the other two proposed options are a one-off promotion to Grade N5 for those with higher academic qualifications, and an automatic progression to Grade N5 after a minimum of 15 years of service at Grade N1.

“All three options would not have significant financial implications for the government, as the basic salary structure remains unchanged, with only minor adjustments to the Annual Salary Increment (KGT),” he said.

Adnan said Cuepacs is ready to negotiate and offer further input to ensure the scheme’s implementation effectively addresses the needs and aspirations of the civil servants involved.

“If there are proposals for improvements, call us for discussions so we can provide our input. Cuepacs remains fully open to collaborating with the government for the greater good,” he said.

He also expressed his gratitude to the government for its commitment to the welfare of civil servants through various initiatives, including salary increments, the Special Financial Assistance (BKK), and additional support announced this year. — Bernama
