JPJ reveals low compliance with speed limitation device rule, with 85% of commercial vehicles yet to install the mandatory safety equipment.

SHAH ALAM: Compliance with the mandatory installation of Speed Limitation Devices (SLD) among commercial vehicle operators remains critically low. Road Transport Department (JPJ) director-general Datuk Aedy Fadly Ramli said only 15% of the required fleet has notified the department of installation.

As of yesterday, just 74,552 vehicles out of 513,679 have reported fitting the devices. The remaining 85%, or 439,127 vehicles, have yet to comply with the regulation announced in 2020.

The non-compliant vehicles comprise 495,827 heavy goods vehicles and 17,852 large buses. To strengthen enforcement, JPJ conducted a special operation from October 2025 until March 12 this year.

During that period, 111,743 commercial vehicles were inspected. A total of 8,924 vehicles were issued investigation notices for various offences related to SLD compliance and functionality.

Aedy Fadly said enforcement personnel have been instructed to inspect SLD Verification Certificates during the ongoing two-week Ops Hari Raya Aidilfitri. He urged all operators to comply, noting the rule was announced several years ago.

“Among the reasons for the low compliance is that some companies have applied for a postponement of installation as they do not have access to local hardware and have to source installations abroad, which requires additional time,” he said.

He added that there are several issues that can be addressed to resolve the compliance problem. Meanwhile, this year’s festive operation will focus on nine major offences identified as key contributors to road accidents.

These offences include speeding, running red lights, and dangerous overtaking. JPJ has identified 288 accident hotspots nationwide, with enforcement personnel deployed at most locations.
