KUALA LUMPUR, Oct 29 — A community group is demanding greater transparency from the Petaling Jaya City Council (MBPJ) regarding a draft redevelopment plan for the city, calling for the public release of key technical reports they say are essential for informed public consultation.

The plan, known as the Draft Special Area Plan (Rancangan Kawasan Khas – RKK) for Sections 19, 51, and 51A, proposes major redevelopment and transport interventions within central industrial and mixed-use zones.

PJ Sejahtera, a group supported by the Sustainable Petaling Jaya Association, said that while they appreciated a recent briefing by MBPJ’s Development Planning Department, crucial documents such as traffic, social, and environmental impact assessments were not made available. 

“Without access to these documents, residents say they cannot provide informed or constructive feedback,” it said in a statement today.

City councils are legally obligated to share technical assessment reports for development plans. 

The group cited Sections 12A and 13 of the Town and Country Planning Act 1976 (Act 172) as provisions designed to safeguard the public’s right to participate effectively in the urban planning process.

PJ Sejahtera consequently called for the public exhibition period for the draft plan to be restarted once all supporting technical studies are made fully accessible. 

The group then affirmed its commitment to working with MBPJ to ensure the city develops sustainably and equitably.

“Residents are not opposing development, but are calling for transparency and collaboration. A smart and sustainable Petaling Jaya must begin with an open and informed planning process.”
